To the northeast of where you are you will see a little mini island with a tiny rock formation on it Fly to it.
Right behind it should be a little stack of boxes only one will be glittery guarded by a trogg. There ya go. Now here comes the tricky part: Go submerge yourself in the water next to the forgemaster. Put on the box. Swim all the way to your left until you're behind the ogre body guard. If it doesn't trigger immediately from you being behind this ogre, swim back and forth left to right and vice versa until it triggers.
This did it for me. I didn't need to walk on land for it to work, but be careful in doing so if needed. I didn't skip the cinematic so I don't know if exiting out will cause the quest to be incomplete, but I wouldn't recommend trying it unless you're patient enough to fly back to the temple and back again to do it over.
